PROBLEM/ISSUE STATEMENT
Bids were received for SID 1391 Lynn Avenue on August 10, 2010. The project consists of street, curb/gutter, drive approach, and storm drain improvements to the 3500 block of Lynn Avenue and the east side of 36th Street West from Central Avenue to Lynn Avenue. The City Council created the SID at its July 26, 2010, meeting.
ALTERNATIVES ANALYZED
The Council may:
- Award the contract for SID 1391 Lynn Avenue to J & J Concrete, Inc. in the amount of $124,784.00; or
- Reject all bids and do not award a contract for SID 1391.
FINANCIAL IMPACT
The City received four bids for this project as follows:
The total estimated costs of the improvements, including bond costs, are $190,000. The costs of the improvements are to be paid from the following sources: (1) $150,000 of Special Improvements District bonds; and (2) $40,000 cash contribution from the City of Billings utilizing gas tax funds.

RECOMMENDATION
