PROBLEM/ISSUE STATEMENT
City Council is asked to award a professional architectural/engineering services agreement to A&E Architects for W.O. 19-16 Belknap Office Remodel.The project consists of professional services for preliminary evaluation, design, bidding, and construction phases. The purpose of the project is to remodel the Belknap Service Center and provide space for the Engineering Division, Environmental Affairs, and Administration of the Public Works Department which are all in remote locations currently. The remodel will also consolidate and centralize the Distribution and Collection Division currently spread out within the building. The project will be split into two phases. Phase 1 will remodel space for Environmental Affairs, Administration, Distribution and Collection, and expand Fiscal Services. Phase 2 will remodel the Engineering Division and expand parking lot space. An amendment will be required for Phase 2.
A Request for Proposals for this project was publicly advertised November 30, December 7, and 14, 2018. A&E Architects was selected based on City Staff committee review of project proposals. Three other firms submitted which included JGA Architects Engineers Planners, Arete Design Group, and CTA Architects Engineers. A&E Architects and the city were working on developing a plan for the project and that needed to be completed before we could scope this contract. The Phase 1 negotiated price will not exceed $143,096.

ALTERNATIVES ANALYZED
City Council may:
- Approve the Contract for Professional Services with A&E Architects, or;
- Disapprove award the Contract to A&E Architects. If the Contract is not approved, the Belknap Remodel cannot be completed. If the remodel is not completed, leases for existing space will need to be extended.
FINANCIAL IMPACT
Funding for this project has been approved by the City Council in the Capital Improvement Plan (CIP) for FY 20 budget. The project will use water and wastewater funds.
RECOMMENDATION
Staff recommends that Council approve a professional architectural/engineering service contract with A&E Architects in the amount of $143,096 for W.O. 19-16: Belknap Office Remodel.
