PROBLEM/ISSUE STATEMENT
On August 14, 2017, the City Council approved the Engineering Agreement with Morrison-Maierle, Inc. for the design and construction oversight of the future Airport Terminal Concourse Expansion Project. Amendment 4 to the master Agreement will provide the construction administration and construction oversight for the Phase One Construction of the Terminal Concourse Expansion. The Gross Maximum Price (GMP) with Sletten Construction for the Phase 1 construction was approved by City Council on August 12, 2019. The Construction Administrative Services provided by Morrison-Maierle will include on site construction observation and inspections, construction staking and layouts for the contractor, review of the Buy America, Davis Bacon, and other Federal requirements, project and grant management services including all pay requests, and project closeout services. The scope of work for the Construction Administrative Services and the associated fees for those services were reviewed by Jacobs Aviation and then the fees were negotiated by staff and subsequently approved by the FAA. The FAA requires that all engineering fees be reviewed by the Airport's in-house engineer or by a second contracted engineering firm. Jacobs Aviation was contracted to perform the secondary review, providing staff with a second engineering number to negotiate the fees with.
ALTERNATIVES ANALYZED
City Council may:
- Approve Amendment 4 with Morrison-Maierle for the Construction Administrative Services for the Phase One Terminal Concourse Expansion project; or
- Disapprove Amendment 4 with Morrison-Maierle and provide staff with direction on how to proceed.
FINANCIAL IMPACT
The total cost of Amendment 4 is $223,545. This project is included in the current budget and funding will be 82.98% FAA Airport Improvement Program (AIP) grant funds with a 10% local match, which is available in the Airport Capital Account. AIP grant funds will cover $185,497.64 and the local funds will be $38,047.36.
RECOMMENDATION
Staff recommends that the City Council approve Amendment 4 with Morrison-Maierle for the amount of $223,545 for the Construction Administrative Services for the Phase One Terminal Concourse Expansion project.
