PROBLEM/ISSUE STATEMENT
The Public Works Department (PWD) has identified the need for an Asset Management Program that will help Public Works manage a large set of public assets. The expected benefits of the AMP are maximizing the return on investment on assets, reduced cost of asset ownership without sacrificing service levels, increased ability to consider life cycle costs, better understanding of risks in decision making, a better focus on priorities, and better informed funding decisions.
City Council is asked to award a consultant services agreement to Jacobs Engineering for all phases of the Asset Management Program Support project. Project scoping and fees for phase 1 in the amount of $409,130.36 are under current consideration. Project scoping and fees for phase 2 will be presented to City Council through future contract amendment proposals.
Phase 1 of this project includes all work to assess the current conditions, develop a roadmap, and create asset management plans. Phase 2 will include the implementation of the agreed upon roadmap and plans from Phase 1. The project scope for Phase 1 outlines a process to:

- conduct an asset management maturity assessment
- conduct an asset management gap analysis
- prepare an asset management implementation plan
- conduct department-wide asset management training; and
- develop a strategic asset management plan.
ALTERNATIVES ANALYZED
City Council may:
- Approve the Agreement with Jacobs Engineering, or;
- Disapprove the Agreement.
FINANCIAL IMPACT
The Asset Management Program project phase 1 is in the amount of $409,130.36 and funding is available in Public Works budget. The project will use water, wastewater, storm, streetlight, street maintenance, and solid waste funds.
RECOMMENDATION
Staff recommends that Council approve a consultant services Agreement with Jacobs Engineering in the amount of $409,130.36 for the Asset Management Program project.
