PROBLEM/ISSUE STATEMENT
City Council is asked to consider awarding a construction contract to Warren Transport in the amount of $128,853.00 for W.O. 20-27: WRF Fill Material Removal Project. This project would remove approximately 30,000 cubic yards of stockpiled fill, dirt and gravel material generated during project construction at the Water Reclamation Facility (WRF) and staged on MetraPark property.
Nearly all of the stockpiled fill material to be removed was generated during construction of the City's three (3) new 140-foot diameter secondary clarifiers as part of the W.O. 14-11: WRF Nutrient Upgrade, Expansion and Improvements project. In coordination with MetraPark staff, the project subcontractor staged the material near the WRF just south of Alkali Creek on MetraPark property. A portion of the material was hauled back to the WRF for use on the project. The remaining material must be permanently removed from the site and the work to remove the material was not included in the WRF Nutrient project as it was originally planned to remain on the Metra site for their use. The successful bidder will haul the material to a site of their choosing for productive use and/or disposal.
The project was advertised in the Yellowstone County News and on the City website January 31st and February 7th, 2020, and the city received bids from nine (9) contractors on February 11, 2020. Warren Transport was determined to be the lowest responsible bidder.

ALTERNATIVES ANALYZED
City Council may:
- Approve awarding a contract to Warren Transport, or;
- Disapprove awarding a contract to Warren Transport. If the project is not completed, the City will not fulfill its obligation to remove the material from MetraPark property.

This project was not budgeted in FY20 as staff did not anticipate this work needing to be done. There is sufficient sanitary sewer funds budgeted in FY20 for the WRF Nutrient Project to fund this project.

RECOMMENDATION
Staff recommends that City Council award a construction contract for W.O. 20-27: WRF Fill Material Removal Project to Warren Transport in the amount of $128,853.00.
