Council Contingency Donation to Trail Maintenance Plan

PROBLEM/ISSUE STATEMENT

At an August 16 work session, Billings Chamber of Commerce Executive John Brewer asked the City Council to join the community in creating a Trail Maintenance Plan by contributing $2,000 from Council Contingency to the design project.  The Council contribution is hoped to be matched by donations from The Billings Gazette; Yellowstone County; the Chamber and Sanderson Stewart, which will undertake the Trail Maintenance Plan.

The work to create the plan will include coordination with stakeholder groups, research of maintenance plans in other communities, review of current maintenance activities by existing departments, development of an inventory of existing trails' needs, recommended short- and long-term maintenance activities, identification of costs, suggestions for funding strategies and development of a final trails plan.

ALTERNATIVES ANALYZED

The City Council may:
  • Approve the allocation of $2,000 from Council Contingency by approving the attached resolution.
  • Suggest another source of City funding for the project; or
  • Decline to participate in the project.

FINANCIAL IMPACT

The Council Contingency Fund (Acct. No. 010-1110-411.79-70) has a $65,000 balance that has not been used in the first two months of Fiscal Year (FY) 2011.  The allocation of $2,000 through approval of the attached resolution would leave the fund with a balance of $63,000 for the remainder of the budget year.

RECOMMENDATION

It is recommended that the City Council approve the attached Resolution, providing $2,000 from Council Contingency to the Trail Maintenance Plan.
