PROBLEM/ISSUE STATEMENT
The Public Works Department (PWD) has identified the need to refine and enhance the City's enterprise Geographic Information Systems (GIS) to respond to changing needs and maximize financial investments in the system. The primary objectives of the project are to extend a straightforward and easy to access GIS system that will improve the productivity and efficiency of Public Work's staff as they conduct business operations and to improve the GIS system in ways that will enhance community engagement and open data access.
City Council is asked to award a consultant services agreement to HDR Engineering, Inc. for all phases of the GIS Services project. Project scoping and fees for phase 1 in the amount of $196,495 are under current consideration. Project scoping and fees for phase 2, the implementation phase, will be presented to City Council through future contract amendment proposals.
Phase 1 of this project includes

Phase 1 of this project includes
- An evaluation of the City's current enterprise GIS infrastructure;
- A needs assessment conducted by reviewing current GIS data, structure, standards, and enterprise systems integrations;
- A roadmap that leverages the results of the needs assessment that will outline clear steps to optimize the City's enterprise GIS system; and
- A standard and quality assurance/quality control plan for maintaining enterprise GIS database systems and establishing data accuracy and cartographic criteria.
ALTERNATIVES ANALYZED
City Council may:
- Approve the Agreement with HDR Engineering Inc, or;
- Disapprove the Agreement.
FINANCIAL IMPACT
The GIS Services project was approved in the FY 2020 budget in the amount of $1 million. Phase 1 is in the amount of $196,495, leaving $803,505 budget remaining. The project will use water, wastewater, storm, streetlight, street maintenance, and solid waste funds.
RECOMMENDATION
Staff recommends that Council approve a professional services Agreement with HDR Engineering, Inc. in the amount of $196,495 for the GIS Services project.
