PROBLEM/ISSUE STATEMENT
Ron Hill, owner of 21 of the 24 lots proposed in the SID 1413 district boundary, desires to construct public improvements on Winged Foot Road and Greenbriar Road. These improvements generally consist of water, sanitary sewer, storm drain, curb and gutter, and street improvements. Ron Hill will pay a cash contribution for 21 of his lots. Ron Hill's cash contribution represents 66.6% of the total project costs. This is necessary to meet the 50% requirement of the City's Raw Land District Requirements (Resolution No. 05-18234). The City will be making a cash contribution in the amount of $243,212.23 for the portion of Greenbriar Road that has no lot frontage.
ALTERNATIVES ANALYZED
The Council may:
• Approve the Resolution of Intent to Create SID 1413 and set a public hearing for the March 23, 2020, City Council Meeting; or
• Not approve the Resolution of Intent to Create SID 1413. If not approved, Winged Foot Road and Greenbriar Road will not be constructed by adjacent property owners. Both of these streets need to be constructed to make the 24 lots constructible.
• Approve the Resolution of Intent to Create SID 1413 and set a public hearing for the March 23, 2020, City Council Meeting; or
• Not approve the Resolution of Intent to Create SID 1413. If not approved, Winged Foot Road and Greenbriar Road will not be constructed by adjacent property owners. Both of these streets need to be constructed to make the 24 lots constructible.
FINANCIAL IMPACT
The total estimated costs of the improvements are $1,162,537.61. The costs of the improvements are to be paid from the following sources: (1) $144,754.73 of Special Improvement District bonds; (2) $774,570.65 of cash contribution by Ron Hill, which is the assessment for 21 of the 24 lots in the District; and (3) $243,212.23 of cash contribution from the City of Billings from gas tax, water and sewer funds.
RECOMMENDATION
Staff recommends that Council approve the Resolution of Intent to Create SID 1413 and set a public hearing date for March 23, 2020.
