Montana Code allows local governments to amend their fiscal year budgets by using the same method as used for the original budget adoption: public notice, public hearing and Council adopting a resolution. The following amendments are proposed for FY 2020:

On December 9, 2019, City Council approved the Capital Improvement Plan (CIP) FY21- FY25. The CIP contained in FY21,  in the Parks Developer Contributions, the Castle Rock Master Plan. At the January 27, 2020 Council Meeting, Councilmember Neese brought forward a Council Initiative moving the Castle Rock Master Plan from the FY21 budget as outlined in CIP to the FY20 budget. The initiative was voted on and approved. This budget amendment will appropriate $50,000 for the purpose of a Castle Rock Park Master Plan. The City's Park Programs fund has sufficient cash to pay for this amendment. 

The Council will conduct a public hearing and may: Approve the requested budget amendments; or Not approve the requested budget amendments, which would place the City in violation of Montana law.

The requested budget amendments will be funded by reserves. The funds impacted include Park Programs for $50,000.

Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for Fiscal Year 2020.
