PROBLEM/ISSUE STATEMENT
Community Solutions, Incorporated (CSI) of Billings, Montana has been selected through the Request for Proposal (RFP) process to provide participant services for the (3) Billings Adult Misdemeanor Treatment Courts (Drug Treatment Court, DUI Treatment Court, Co-Occurring Treatment Court) (BAMTC).
The RFP was posted on December 5th, 2019 and closed on January 10th, 2020. Two proposals were submitted to the City of Billings from CSI, and Friedel, LLC. The selection committee met on Wednesday, January 20th at 2:00 PM and consisted of Judge Sheila Kolar, Purchasing Agent Liz Kampa, Court Administrator Brittania Park, Officer Sean Wanchena, and BAMTC Case Manager Laura Neil. Chris Friedel of Friedel, LLC was present for questions.
CSI meets the evaluation criteria outlined in the RFP. They standout due to their 15 years of treatment court experience and expansive knowledge of the SAMHSA 10 Guiding Principles of Recovery and Knowledge.
The contract allows payment for (2) urinalysis tests a month for current BAMTC Participants and (1) surprise home visit a month for current BAMTC participants. BAMTC currently has a total of 35 participants, and can take a maximum of 65.

ALTERNATIVES ANALYZED
City Council may:
- Approve, the contract with Community Solutions, Incorporated (CSI)or;
- Disapprove the contract with CSI
FINANCIAL IMPACT
The proposed contract with CSI for participant services will not exceed $44,400 per year and is contingent on grant funding. The term is for one (1) year with four (4) one-year options to renew.
RECOMMENDATION
Staff recommends Council approve the contract with Community Solutions, Inc. for Billings Adult Misdemeanor Treatment Courts.
