PROBLEM/ISSUE STATEMENT
W.O. 20-24 West Billings Stormwater System Improvements is a project that will provide construction of a defined City managed drainage corridor from the intersection of Rimrock and 54th to the Shiloh Drain along 48th Street West and/or Shiloh Road. In addition, this project includes design and construction of miscellaneous minor drainage improvements along 54th Street West and at existing City maintained detention ponds on the West End.
Staff requested the services of an engineering firm to provide design and construction administration and DOWL was selected through the Request for Proposals (RFP) process. Other firms considered were AE2S, Burns and McDonnell, Great West Engineering, Herrera, Performance Engineering, Sanderson Stewart, Territorial Landworks and WWC Engineering.
As the final route of the drainage corridor is unknown at this time, this project is split into two phases. Phase I will study and identify the most practical alignment for the drainage corridor and will also complete design for the minor improvements along 54th Street West and the existing City maintained detention pond. The contract amount for Phase I is $136,526.75. Once Phase I is completed and the preferred drainage corridor route is identified, Phase II will complete design for the construction improvements identified within Phase I.

ALTERNATIVES ANALYZED
City Council may:
- Approve the professional services contract with DOWL, or;
- Disapprove the professional services contract with DOWL. If the contract is not awarded, the city's storm system on the west end will not be studied and designs for improvements will not be completed.
FINANCIAL IMPACT
FY 2020 Storm Drain Funds will be used for this project.

RECOMMENDATION
Staff recommends that Council approve the professional services contract with DOWL in the amount of $136,526.75 for Phase I for W.O. 20-24; West Billings Stormwater System Improvements.
