PROBLEM/ISSUE STATEMENT
Pilgrim Congregational Church requests a street closure for their 100 year celebration. The closure request is on South 36th Street between 4th and 5th Avenues South and 4th Avenue South between South 36th Street and the alley to the east on September 18, 2010 from 8:00 a.m. to 9:00 p.m. There will be indoor activities at the church and outdoor activities in the parking lot which is across 4th Avenue South. Activities include a car show and bake sale.
Recommended conditions of approval include the Pilgrim Congregational Church to:
1. Contact all businesses and residents making them aware of street closure prior to the event
2. Clean the area to be used and provide and empty waste cans
3. Notify all emergency facilities, bus lines and media in advance of the event
4. Provide and install adequate traffic barricades and signs directing motorists around the closure
5. Provide certificate of insurance naming City of Billings as additional insured
6. Provide a minimum of 10ft wide unobstructed lane on all streets that will be closed for emergency access

FINANCIAL IMPACT
There are no costs to the City of Billings other than administrative time to process permit. Traffic control and litter removal are to be paid for and/or completed by the Pilgrim Congregational Church.
RECOMMENDATION
Staff recommends that Council approve the closure named above for Pilgrim Congregational Church for their 100 year celebration on September 18, 2010 from 8:00 a.m. to 9:00 p.m.
