PROBLEM/ISSUE STATEMENT
W.O. 18-22, Leavens Reservoir Water Line and Improvements, is a project to add a second overflow structure, install new inlet/outlet piping, and construct a new waterline from Normal Avenue to the existing Leavens reservoir. It also includes crack repair, other surface repairs, and baffle wall repairs to the existing reservoir. The project was advertised February 14, 21, 28, March 6, and March 13, 2020, in The Yellowstone County News and on the City's website. Bids were opened on March 17, 2020. State law requires City Council to act on bids at the next Council meeting after opening bids. Staff is recommending bid award be delayed in order to evaluate bids.
ALTERNATIVES ANALYZED
There is no viable alternative to delaying the Leavens Reservoir contract award. Staff needs time to evaluate the bids and make a bid recommendation. State law requires the Council to take action on bids at the first meeting following the bid opening and delaying the award at the March 23, 2020, meeting until the April 13, 2020, meeting meets that requirement.
FINANCIAL IMPACT
Bid results will be presented at the April 13, 2020, Council meeting. There is no financial impact with delaying the bid award.
RECOMMENDATION
Staff recommends the City Council delay bid award until the April 13, 2020, Council Meeting.
