PROBLEM/ISSUE STATEMENT
City Council is asked to consider awarding a contract to Dick Anderson Construction in the amount of $1,135,570.00. The W.O. 20-10: WRF Equipment Installation Project generally consists of:
The project was advertised in the Yellowstone County News and on the City website January 24th and 31st, 2020, and February 7th, 14th and 21st, 2020. The City received bids from two contractors on February 25, 2020, and staff recommended that City Council delay awarding a contract until the March 23, 2020, City Council meeting in order to provide staff with additional time to evaluate the bids. Dick Anderson Construction was determined to be the lowest responsible bidder.
- installing City-furnished equipment in the headworks building, including one fine screen, two macerators and one vortex grit removal unit,
- modifying the headworks effluent channel,
- installing City-furnished ultraviolet (UV) disinfection equipment,
- installing City-furnished air flotation thickener (AFT) equipment, and
- modifying valves associated with the AFTs.

ALTERNATIVES ANALYZED
City Council may:
- Approve awarding a contract to Dick Anderson Construction, or;
- Disapprove awarding a contract to Dick Anderson Construction. If the project is not completed, the WRF will not be able to install equipment already pre-purchased by the City and will not be able to achieve the capacity improvements and maintenance advantages realized by completing the work.
FINANCIAL IMPACT
The following bids were received on February 25, 2020 for W.O. 20-10: WRF Equipment Installation Project:
Sanitary sewer funds budgeted in FY20 will be used for this project. The project includes additional work beyond the equipment installation planned in the budget. The additional work is to complete portions of W.O. 14-11, Wastewater Treatment Plant Improvements, and the available budget from that project is being used on this project.
