Bid Award - W.O. 18-22: Leavens Reservoir Waterline and Improvements

PROBLEM/ISSUE STATEMENT

W.O. 18-22, Leavens Reservoir Water Line and Improvements, is a project to add a second overflow structure, install new inlet/outlet piping, and construct a new waterline from Normal Avenue to the existing Leavens reservoir. It also includes crack repair, other surface repairs, and baffle wall repairs to the existing reservoir.  The project was advertised February 14, 21, 28, March 6, and March 13, 2020, in The Yellowstone County News and on the City's website. Bids were opened on March 17, 2020. The bid award was delayed on March 23rd for staff to evaluate bids.  Two bids were received and Western Municipal Construction submitted the lowest responsible bid.  The project was bid with a deductive alternate to allow two separate closures on Rimrock Road to complete the waterline work and restore the surface improvements. Staff recommends awarding the base bid and the alternate.

ALTERNATIVES ANALYZED

The Council may:
  • Award W.O. 18-22: Leavens Reservoir Waterline and Improvements to Western Municipal Construction, in the amount of $1,816,320; or
  • Do not award a contract and reject all bids. If the contract is not awarded construction of site piping and existing reservoir repairs cannot be completed.

RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 18-22 Leavens Reservoir Waterline and Improvements with Alternate A to Western Municipal Construction in the amount of $1,816,320.
