W.O. 19-35 Metal Streets Improvements - Resolution Ordering Improvements

PROBLEM/ISSUE STATEMENT

The proposed project will install curbing and reconstruct the non-maintainable Metal Streets.  The streets included in the project are Copper Boulevard, Golden Boulevard, Silver Boulevard, Roth Lane, and Vickery Drive and are generally located north of Poly Drive and west of Beartooth Drive.  Public Works staff had a neighborhood meeting in April 2019 with the property owners and have since met with the responsive property owners individually to go over the project and the impacts to their property.

This project is proposed to be constructed as a work order instead of a Special Improvement District (SID).  Work orders are used when the bulk of a project is funded by the City and only a small portion of the work is assessed.  SIDs are typically used on local streets when the assessments account for the majority of the funding.  Work orders are based on assessing the improvements that are directly adjacent to a property and provide flexibility to allow work to be added or removed for each individual property.  This resolution was created based on all properties being assessed for the curbing to be installed on their addressed side, any approaches, mailbox relocation and any construction necessary to match their property to the curbing.  City funds are being used to reconstruct the road and for curbing on non-addressed sides of properties.

The approach being used for this project is consistent with other similar areas, most recently the Poet Street area.  Sidewalks are not included in these projects as they are considered maintenance projects.

ALTERNATIVES ANALYZED

City Council may:
  • Pass the Resolution ordering construction of the improvements, or;
  • Do not pass the Resolution ordering construction of the improvements.  If the Council does not adopt the Resolution, the property owners cannot be assessed and the work will not occur because there is no other source of financing for the curbing.

FINANCIAL IMPACT

The assessments differ significantly from one property to another as each property will be assessed for the work that is done adjacent to their property.  Some properties show an assessment of $0.  These properties are shown because while they are not required to have an assessment, they can elect to have work done when the project is underway and they can be assessed instead of paying the entire amount at one time.  

The proposed project is funded through two sources; direct property assessments and gas tax, for a total estimated project cost of $936,664.46.  Funding budgeted in FY 20 is sufficient for the proposed project.

RECOMMENDATION

Staff recommends that City Council approve the Resolution ordering improvements identified in W.O. 19-35, Metal Streets Improvements.
