PROBLEM/ISSUE STATEMENT
Walter Pump Station supplies water from the Water Treatment Plant (WTP) to the Billings Heights. This project is designed to make upgrades in the pump station and at the WTP to provide more efficient and easier distribution to the Heights. The improvements include removing a small pump (with only a soft-start mechanism) and replacing with a larger pump regulated by a VFD; installing suction and discharge piping associated with the new pump; upgrading the Pump Station control panel to bring it in line with other components throughout the City's Water network, including replacing the PLC, radio, Ethernet switch, and other controls equipment; installing a new light pole with a LED fixture for enhanced security, and also to provide a location for the mounting of a new telemetry antenna that will be able to transmit/receive a better and more reliable signal to the WTP. The project also includes installing a new Zone 2 high-performance butterfly valve with an electric actuator in the High Service Pump Station at the WTP.
The bidding for this contract was advertised April 3, 10, 17, and 24, 2020 in The Yellowstone County News and on the City's website. Bids were opened April 28, 2020, and Ace Electric, Inc. was the lowest responsible bidder.

ALTERNATIVES ANALYZED
The Council may:
- Award a contract to the low bidder, Ace Electric, Inc., in the amount of $563,883.00; or
- Reject all bids, which will delay or eliminate improvements that will make operations more efficient and make it easier to provide water to the Billings Heights.
FINANCIAL IMPACT

The project is being funded by water funds as approved in the FY 2020 budget. There are adequate funds available for the contract.
