City Council is asked to approve Amendment No. 2 to the City's professional engineering services contract with HDR Engineering (HDR) for the W.O. 19-12: West End Reservoir Project in the amount of $698,400.  HDR's initial contract for $1,564,000 to conduct the preliminary project design was approved by Council in March 2019. Contract Amendment No. 1 for $2,096,200 to complete all design services for a Yellowstone River raw water intake, pump station and pipeline for the reservoir and to conduct a shale material pilot study was approved by Council on April 13, 2020.

Contract Amendment No. 2 provides a second phase of time-critical geotechnical investigations and topographic survey services in support of the reservoir design.  Geotechnical work includes borings, test pits, material sampling and testing, and special laboratory testing.  Survey work includes verification of topographical features and location of geotechnical bore holes and test trenches.

Final reservoir design, bidding, and construction administration services will be presented to City Council through a future contract amendment proposal.

City Council may:

• Approve Contract Amendment No. 2 with HDR Engineering, or;
• Do not approve Contract Amendment No. 2.  If this amendment is not approved, the City will be unable to collect time-critical information during the upcoming field season in support of the reservoir design.

The W.O. 19-12:  West End Reservoir Project original professional services contract amount is $1,564,000.00.  The amount of Amendment No. 1 is $2,096,200.00.  Proposed Amendment No. 2 in the amount of $698,400.00 would increase the total contract amount to $4,358,600.00.  Water funds budgeted for this project in FY 20 are adequate and will be used for this project amendment.

Staff recommends that City Council approve Amendment No. 2 to the City's professional engineering services contract with HDR Engineering for W.O. 19-12:  West End Reservoir Project in the amount of $698,400.
