PROBLEM/ISSUE STATEMENT
Pay Increases were not included in the FY 11 budget for Non-Bargaing or Teamsters employees. The General Fund (Administration, Human Resources, Legal, Municipal Court, Finance, Code Enforcement and Parks, Recreation and Public Lands), Public Safety Fund (Fire and Police), Gas Tax, Building, Street & Traffic, Planning, Attorney/Victim Witness, Municipal Drug Court, Police Programs, Library, Community Development, Water, Wastewater, Parking, Solid Waste, Airport, Met Transit, Motor Pool, Information Technology, Telephone, Property Insurance, Facilities Management, Public Works Administration and Public Works Engineering Funds budgets need to be amended to provide the spending authority for the pay increases.
ALTERNATIVES ANALYZED
The Council may: Approve the requested budget amendments; or Not approve the requested budget amendments. City Council is authorized by MCA 7-6-4006 to amend the current fiscal year budget. MCA 7-6-4005 states that expenditures are limited to approved approriations; not approving the amendments may put the City of Billings in violation of State Law at fiscal year end.
FINANCIAL IMPACT
The requested budget amendments will be funded by FY 11 revenues or reserves. The total amount for Non-Bargaining and Teamsters pay increases, including benefits, is $959,619 using a 2.9% pay increase. The General and Public Safety Funds total is $258,915.
RECOMMENDATION
Staff recommends that the City Council conduct a public hearing and approve the resolution approving and adopting the budget amendments for Fiscal Year 2010/2011 per the attached Resolution and exhibit.
