PROBLEM/ISSUE STATEMENT

City Council is asked to consider awarding a professional engineering services agreement to Morrison-Maierle, Inc. in the amount of $308,091.00 for the W.O. 20-14:  Wastewater Master Plan Update.

The project will include the following work:
  • targeted monitoring of sanitary sewer collection system flows to identify specific problem areas of known or suspected inflow and/or infiltration; the field program will involve manhole and canal inspections, smoke testing, and/or CCTV inspection.
  • utilization of the City's hydraulic sewer collection system model to analyze collected flow data and recommend system upgrades,
  • evaluation of current master planning concepts for routing trunk sewer mains west of Shiloh Rd. on King Ave. and Hesper Rd. to support future sewer service to the area around the proposed West End Reservoir and Shiloh Crossing Lift Station,
  • developing a supplement to the WRF Facilities Plan to include a prioritized assessment and cost estimates for improvement project needs at the WRF, and
  • developing a prioritized list of recommended collection system and WRF Capital Improvements Projects to be included in a Final Project Report.
Morrison-Maierle was selected for this project based on City staff review of project proposals submitted by prequalified firms.  HDR Engineering and DOWL were the other firms considered for the project.

ALTERNATIVES ANALYZED

City Council may:
  • Approve award of the contract to Morrison-Maierle, or;
  • Do not approve award of the contract to Morrison-Maierle.  If this project is not completed, known and suspected sanitary sewer inflow and infiltration problems will continue to go unresolved, and thorough evaluation, prioritization, and scheduling into the CIP of future project needs at the WRF will be delayed.

FINANCIAL IMPACT

The W.O. 20-14:  Wastewater Master Plan Update is in the amount of $308,091.00, and will use budgeted FY 20 wastewater funds.

RECOMMENDATION

Staff recommends that City Council approve a professional engineering services agreement with Morrison-Maierle in the amount of $308,091.00 for W.O. 20-14:  Wastewater Master Plan Update.
