PROBLEM/ISSUE STATEMENT
The Landfill slope south of and above Jellison Road experienced failures in 2018. The City had a hazard assessment and mitigation alternatives analysis completed, and has bid the construction of the chosen means of mitigation. W.O. 18-32, Landfill Slope Stability, is intended to remove a substantial amount of the slope made up of unfavorable landslide deposits, compact and regrade the new surface, place topsoil, and fertilize and seed the area to develop new vegetation. The project also includes cleaning and reconstructing existing and new stormwater channels, making improvements to that stretch of Jellison Road, and installing new erosion control devices.
The project was advertised on April 17, April 24, May 1, and May 8, 2020, in The Yellowstone County News and on the City's website. Bids were opened on May 12, 2020, and six (6) bids were received. Dan Hart Patrol Service, LLC submitted the lowest, responsible bid.

ALTERNATIVES ANALYZED
The Council may:
- Award W.O. 18-32, Landfill Slope Stability, to Dan Hart Patrol Service, LLC in the amount of $527,904.00; or
- Do not award a contract and reject all bids. Rejecting bids would delay the work needed to stabilize the north slope, increasing the potential of another failure that could create property damage.

The project was budgeted in FY 20 using Solid Waste funds. The amount budgeted was $1,800,000. This bid was lower than the budget amount because the scope of the project was unknown at the time the project was budgeted and because there was a competitive bid environment, as evidenced by so many bidders.

RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 18-32, Landfill Slope Stability, to Dan Hart Patrol Service, LLC, for the base bid only, in the amount of $527,904.00.
