RECOMMENDATION
Staff recommends the City Council award a contract for SID 1410, Annafeld Subdivision, 2nd Filing, Streetlights, to Ace Electric, Inc., in the amount of $129,530.00 contingent on the sale of bonds.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
SID 1410: Annafeld Subdivision, 2nd Filing, Streetlights, is intended to construct streetlights along the public streets in Annafeld Subdivision, 2nd Filing. Annafeld Subdivision, 2nd Filing, is located south of Elysian Road near Elysian School. SID 1410 was created at the February 24, 2020 City Council meeting. SID 1410 is split into three separate projects which include constructing streetlights in Annafeld Subdivision, 2nd Filing, purchase and install playground equipment in Annafeld Park, and construct a trail in Annafeld Park connecting to the Yellowstone River.
The project was advertised on May 22, May 29, and June 5, 2020, in the Yellowstone County News and on the City's website. Bids were opened on June 9, 2020 and two bids were received. Ace Electric, Inc. submitted the lowest, responsible bid.

ALTERNATIVES
City Council may:
- Award SID 1410, Annafeld Subdivision, 2nd Filing, Streetlights, to Ace Electric, Inc., in the amount of $129,530.00, or;
- Do not award a contract and reject all bids. If the project is not awarded, it would have to be re-evaluated in the future to construct.

The project was budgeted in FY20 using SID bonds. The amount budgeted was $181,000. The bid was lower because of a favorable bidding environment. The total budget for SID 1410 is $411,00 to construct the park trail, streetlights, and playground equipment.
