RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 20-01, 60-inch Sewer Interceptor Trenchless Rehabilitation Project, to Insituform Technologies, LLC in the amount of $2,791,278.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 20-01, 60-inch Sewer Interceptor Trenchless Rehabilitation Project, is intended to rehabilitate approximately 4,800 feet of the 60-inch sanitary sewer interceptor that conveys wastewater flows into the Water Reclamation Facility. The 60-inch interceptor is made from reinforced concrete pipe (RCP) and has concrete spalling on the inside of the pipe that has exposed the rebar in some locations. This has adversely affected the structural integrity of the pipe.  This project will line the interior of the pipe with a trenchless cured in place liner that will not deteriorate over time from sewer gasses. The project was advertised on May 8th, May 15th, May 22nd, and May 29th, 2020, in the Yellowstone County News and on the City's website.  Bids were opened on June 2nd, 2020 and 6 bids were received.  Insituform Technologies, LLC, submitted the lowest, responsible bid.

 

ALTERNATIVES

City Council may:
  • The Council may: Award W.O. 20-01, 60-inch Sewer Interceptor Trenchless Rehabilitation Project, to Insituform Technologies, LLC in the amount of $2,791,278.00; or
  • Do not award a contract and reject all bids.  If the project is not awarded, the City's sanitary sewer collection systems in these areas will continue to be unreliable and may experience ongoing maintenance problems and expenses.

The project was budgeted in FY20 using wastewater funds.  The amount budgeted was $5,800,000.  The bid was lower than the budget because the estimate used for the budget was conservative.  Lining pipes of this size is not very common in our region and the City does not have a history of lining projects of this magnitude so when we developed the budget, we did not have other projects to compare it to.  The competition was very good for the work as well and that may have contributed to the lower than expected bid.  The remaining budget will be used for additional replacement of the interceptors.
