RECOMMENDATION
Staff recommends that City Council award the contract for the WRF 15,000V Disconnect and Transformer Replacements to CTC Solutions Inc., representing the equipment manufacturer ABB, be approved for $458,765.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Water Reclamation Facility relies on 15kV electrical substations to power the wastewater treatment process. Some of the substation components, such as the primary and secondary disconnects are over 45 years old and are in need of replacement. This project will replace, test, and commission the 45-year-old electrical equipment according to the manufacturer's recommendations and electrical standards. Due to the specialized nature of this work and to ensure compatibility of electrical components within the 15kV system, it is recommended that the original manufacturer of the substation replace the electrical components under a sole-source contract.
ALTERNATIVES
City Council may:
- Approve the contract with CTC Solutions Inc. for $458,765.00, or;
- Disapprove the contract. If the contract is not approved to replace the electrical equipment that is showing signs of deterioration, the wastewater treatment process could suffer extended power outages and be put at additional risk of violation.
FISCAL EFFECTS
The amount of the contract is $458,765. The project was budgeted in FY20 using wastewater funds. The amount budgeted was $900,000. The contract amount was lower than the budget because the estimate used for the budget was conservative as the full scope of the project was not yet determined before the Capital Improvement Program (CIP) for FY20 was finalized.
