Staff recommends that the council award the contract for one (1) new current model 2021 single engine combination sewer jet/vacuum cleaner to Titan Machinery in the amount of $396,282.00, with trade.  This includes the new sewer jet/vacuum cleaner and the five-year warranty on the engine, transmission and emissions system.

This unit will replace an existing sewer jet that is near the end of its useful life.  This unit was approved in the FY21 Equipment Replacement Plan (ERP).  The bid was advertised on October 2 and October 9 in the Yellowstone County News and on the City's website. Bids were opened on October 13, four (4) were received, and Titan Machinery submitted the lowest bid.

City Council may:

• Approve purchasing the new 2021 single engine combination sewer jet/vacuum cleaner, or;
• Disapprove the purchase and reject all bids.  If the new sewer jet is not purchased, the Public Works Department will be required to continue using the existing unit that is at or near the end of its useful life.  Maintenance costs will increase and reliability will decrease.

City funding amount of $416,331.00 was approved in the FY21 ERP and budget.  The bids are as follows:

Warranties cover transmission, engine and emissions.  Alternate #1 is for a full 3-year warranty, Alternate #2 is for a full 4-year warranty and Alternate #3 is for a full 5-year warranty.
