RECOMMENDATION
Staff recommends that Council accept the $49,241.00 generous donation from Landon's Legacy Foundation to begin 30% design development , phasing plan and cost estimate for Poly Vista Park Miracle League Field.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Billings Parks, Recreation and Public Lands (PRPL) Department is partnering with the Landon's Legacy Foundation to develop a Miracle League baseball field and an inclusive and accessible playground for children of all abilities at Poly Vista Park. The Miracle League is a national organization dedicated to providing an accessible baseball facility for children with physical limitations to participate and enjoy the game of baseball.
On August 28, 2017 Council approved a master plan for Poly Vista Park. Landon's Legacy Foundation and Billings Kiwanis provided a major donation ($66,570.00) to fund that effort and Parks and Recreation Department funded the remaining balance of $14,632 for the master plan. Landon's Legacy Foundation is again donating funding in the amount of $49,241.00 to provide a 30% design development, phasing plan and cost estimate for the development of Poly Vista Park. The 30% design will identify the portion of work necessary to build the Miracle League Field and accessible playground. By providing this funding, work can move forward on this project.

ALTERNATIVES
City Council may:
- Approve and accept the donation of $49,241.00 from the Landon's Legacy Foundation, or;
- Not accept the donation and provide staff with additional guidance.
FISCAL EFFECTS
There will be no initial fiscal effects to the City by accepting this donation. The 30% design will identify key components of project and phasing. The total estimated (rough) cost for all components of the Poly Vista master plan is $4.5 to $5.5 million. The estimated costs for the Miracle Field and amenities was $1.5 million. The master plan also did a pro forma summary of revenues and expenses. It estimated Poly Vista Park, developed to the master plan specifications, would operate at a 56% cost recovery. It estimated operations and maintenance expenses at around $80,000 per year for the first 6 years. The City, in partnering with Landon's Legacy, will need to identify key infrastructure components in which the City may need to provide funding to make the Miracle Field and inclusive playground accessible. Items such as the parking lot, sidewalks and restrooms will be needed. After the improvements are made to the park there will be additional financial resources needed for maintenance of the new facilities. Determining maintenance impacts will be identified when this project is fully designed and funding is available for construction.
