Dozer for the Landfill

RECOMMENDATION

Staff recommends the City Council award the purchase of a new dozer to RDO Equipment, in the amount of $510,000.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

This dozer is used at the landfill in the Class IV area. The Class IV area is the Construction and Demolition (C&D) area. The dozer pushes the materials to an area where it can be handled and crushed. This dozer also rips the ground for the next area for garbage to be placed. The dozer covers the garbage with dirt at regular intervals to meet EPA regulations for landfill operations. The older dozer will be traded in when the new dozer arrives. The purchase will replace an existing vehicle that is included in the approved Equipment Replacement Plan for FY21 and in the FY21 budget. The bid was advertised on November 13th and November 20th in the Yellowstone County News and on the City's website. Bids were opened on December 1st and 2 bids were received. RDO Equipment submitted the lowest, responsible bid.

ALTERNATIVES

City Council may:
  • Approve the award to purchase of a new dozer to RDO Equipment, in the amount of $510,000.00 or;
  • Disapprove the award of the purchase and reject all bids. If the new dozer is not approved, operations will continue, but at a greater cost. After 6,000 hours of use in a landfill, the breakdowns and replacement parts far outweigh the cost of new equipment.

The budgeted amount for a new dozer is $471,862.  The additional budget needed will come from budget savings on other equipment within the solid waste fund.
