RECOMMENDATION
Staff recommends that the City Council approve and the Mayor sign the contract agreement with Montana-Wyoming Systems for the replacement of the Airport's Access Control and CCTV systems for the price of $876,941.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Airport incorporates CCTV and Access Control into its TSA mandated Security Program. The majority of the cameras in and around the Terminal Building were installed in 2001 and utilized analog technology. The Access Control system was also installed in 2001 and has been updated numerous times to keep it operational. Unfortunately, the current configuration and componentry of the Access Control system made it very difficult to expand that system enough to cover the new Terminal expansion. Subsequently, staff contracted with Morrison-Maierle to develop the base specifications for the replacement of the camera and Access Control systems, and to provide the equipment location layouts for the cameras and access points so that the City could advertise a Request for Proposals (RFP) for the replacement of both systems. On September 11, 18, and 25, the Airport advertised the RFP, on September 24, a pre-proposal conference was held, and the RFP responses were due on October 8. The Airport received nine proposals, three were rejected because they lacked a required bid bond, and six vendor proposals were reviewed and scored on a number of items. The group was reduced to three, and interviews and technology demonstrations were held on October 28 and 29. These presentations were again scored and combined with the vendors' original scores to determine the successful vendor, which was Montana-Wyoming Systems, a local company.
The new security system will ultimately control 98 access points and the CCTV will incorporate 165 cameras, and includes new network cabling for both systems. The engineer's estimate for the project was around $1.5 million. Montana-Wyoming Systems' price came in at $876,941 including the first year of maintenance, providing the Airport with a new Avigilon Access Control and Camera systems. The implementation of the project will occur over the next three years as the various phases of the Terminal Concourse expansion are completed.

ALTERNATIVES
City Council may:
- Approve, the contract with Montana-Wyoming Systems to replace the Airport's Access Control and CCTV systems; or
- Disapprove the contract with Montana-Wyoming Systems and advise staff on how to proceed.
FISCAL EFFECTS
This project will cost $876,941, which was budgeted in the overall cost of the Terminal Expansion project and will be paid for with available local construction funds and/or with construction financing funds as needed.
