Castle Rock Park Master Plan

RECOMMENDATION

Staff recommends Council adopt the Castle Rock Park Master Plan.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

In FY-21 Council approved $50,000 from Cash-In-Lieu funds for the development of the Castle Rock Park Master Plan.  Castle Rock Park is a 25 acre partially developed park located at the southwest corner at the intersection of Wicks Lane and Nutter Boulevard.  In April 2020 a request for proposals was sent out to area consultants and a Consultant Selection Committee was formed to review submittals.  The committee was comprised of representatives from the Park Board, Heights Task Force, and City Staff.  Three submittals were evaluated and Cushing Terrell of Billings was selected as the consultant to develop the plan. 

In May of 2020 work began on the plan.  One of the major focuses of the study was to get public input and engagement into the process.  There were over 10 meetings in which the public could provide their comments, ideas and suggestions, including stakeholder meetings, public input sessions, design charrettes, public open house, and meetings with the Park Board and Heights Task Force.  A survey conducted with over 390 participants.  Also from the beginning of the study, there was a project website developed that tracked the progress of the study and provided opportunities for the public to leave their comments.  Over 700 people visited the website.

This project is consistent with the City of Billings Parks, Recreation and Public Lands Comprehensive Parks and Recreation Master Plan adopted by Council on November 13, 2017.  

If Council adopts this plan it will become the guiding document for future development of Castle Rock Park.  Also it will guide the location of the replacement playground that was approved in FY-21 for $400,000.

ALTERNATIVES

City Council may:
  • Approve the Castle Rock Park Master Plan, or;
  • Disapprove and provide staff with additional guidance.

FISCAL EFFECTS

By adopting this master plan there will be no fiscal effects.  However, when this plan is implemented the future effects will be as follows:

It is anticipated that full build out of the Castle Rock Park Master Plan is estimated at $11,905,700 as of the date of the master plan.  However, the master plan can be implemented through a phasing process as funding becomes available.  It should be noted that this estimate is based on past projects of a similar nature and is for budgetary purposes only.  Actual costs will vary depending on the design of the individual park elements, bid prices, and inflation pressures associated with the length of time taken to implement the plan. 

It is anticipated at full build out of the Castle Rock Park Master Plan that maintenance costs will be approximately $70,000 per year.  This figure is for budgetary estimates only.  It should be noted that this estimate is based on current maintenance cost of similar elements and will vary over time.  Also, the design of elements identified in the plan will have a significant bearing on future maintenance operations and costs.
