RECOMMENDATION

Staff recommends the City Council approve the amendment to the professional services Agreement with HDR Engineering, Inc. in the amount of $829,307 for phase 2 of the GIS services project.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Public Works Department (PWD) has identified the need to refine and enhance the City's enterprise Geographic Information Systems (GIS) to respond to changing needs and maximize financial investments in the system.  The primary objectives of the projects are to extend a straightforward and easy to access GIS system that will improve the productivity and efficiency of Public Works' staff as they conduct business operations and to improve the GIS system in ways that will enhance community engagement and open data access.

City Council approved phase 1 of this project at the January 13, 2020, Council meeting and was notified that project scoping and fees for phase 2 would be presented to City Council through future contract amendment proposals.  Phase 1 included an evaluation of the City's current enterprise GIS infrastructure, a needs assessment, and a roadmap that leverages the results of the needs assessment and outlines clear steps to optimize the City's enterprise GIS system.  Phase 2 of the project is the implementation phase which includes implementing a long-term GIS strategy, developing standard operating procedures, updating and restructuring GIS layers for stormwater, water, and transportation data, implementation of ESRI portal, improvements to the Cityworks synchronization, mobile use, and additional staff training, as well as other improvements to the GIS architecture, workflows, and integration that will not only improve staff efficiencies, but also enable more constituent engagement.

ALTERNATIVES

City Council may:
  • Approve the Amendment to the Agreement for professional services with HDR Engineering, or;
  • Disapprove the Amendment.  If not approved, the projects identified in the phase 1 needs assessment will not be able to be completed without substantial increases in City GIS staffing levels.

FISCAL EFFECTS

The GIS Services project for phase 2 was approved in the FY21 budget in the amount of $1,000,000, and $46,963.01 has been utilized to date, leaving $953,037 remaining for this Amendment.  The project is funded using water, wastewater, storm, streetlight, street maintenance and solid waste funds.
