RECOMMENDATION
Staff recommends that the City Council approve Amendment 26 with Morrison-Maierle, Inc. for the engineering services associated with the Reconstruction of the Airport Commercial Aircraft Ramps, for the amount of $250,768.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On April 10, 2017, the City Council approved a five-year contract with Morrison-Maierle, Inc. to provide all of the Airport's project designs, surveys for the development of the project plans, and contract administration; all following the design criteria required by the Federal Aviation Administration (FAA) in order to qualify for Airport Improvement Program (AIP) grant funding for the project. The five-year term contract is amended each time a project is undertaken. Amendment 26 for $250,768 will provide the final design and specifications, bidding process, survey, and construction management for the Airport Commercial Aircraft Ramp Replacement project located north of the new Concourse A construction site. This year's project is made up of one schedule to replace a section of old asphalt that has rutted from heavy aircraft use, and a section of concrete ramp that has become inflicted with Alkali-Silica Reaction (ASR) and also needs to match the new elevation and grades of the Terminal Remodel project. ASR is a reaction that occurs over time in the concrete between the highly alkaline cement paste and the reactive non-crystalline silica found in many common aggregates and is usually triggered by excessive moisture, resulting in the spalling of the concrete and a loss of strength. Additives are now added to the concrete mixture to prevent ASR from occurring in the new concrete. This project will be funded with FAA AIP grant funds at 90% with a 10% local match.
The scope of work and associated engineering fees for these services have been reviewed by T-O Engineering, negotiated by staff, and subsequently approved by the FAA. The FAA requires that all engineering fees be reviewed by the Airport's in-house engineer or by a second contracted engineering firm. T-O Engineering was contracted to perform the secondary review, providing staff with a second engineering number to negotiate the fees with.

ALTERNATIVES
City Council may:
- Approve Amendment 26 with Morrison-Maierle for the final design and construction management for the Reconstruction of the Airport Commercial Aircraft Ramps; or
- Disapprove Amendment 26 with Morrison-Maierle and delay the project, subsequently causing some significant staging and scheduling issues for the completion of the Concourse A Terminal Expansion construction phase.
FISCAL EFFECTS
The total cost of Amendment 26 with Morrison-Maierle for the engineering services required for the Reconstruction of the Airport Commercial Aircraft Ramps is $250,768. This project will be funded with FAA AIP grant funds at 90% ($225,691.20) and 10% local match ($25,076.80). This project is included in the Airport's CIP and budget, and the local funds are available in the Airport's Capital account.
