RECOMMENDATION
Staff recommends to move forward with construction documents and development of Poly Vista Park first phase by approving a budget adjustment for the $1 million identified in the FY 2022 CIP.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Development of Poly Vista Park is consistent with the adopted (August 28, 2017) Poly Vista Park Master Plan and with the adopted (November 13, 2017) City of Billings Parks, Recreation and Public Lands Comprehensive Parks and Recreation Master Plan. It is also consistent with the adopted (March 9, 2020) 2020/2021 City Council Priorities to advance Poly Vista Park partnership with the Landon's Legacy Foundation and to improve city parks and trails system.

The primary stakeholder involved in this project is Landon's Legacy Foundation.

FISCAL EFFECTS
Council approved the FY 2022 CIP in which $1 Million of PD #1 funding was identified by Council for the first phase development of Poly Vista Park. Allocation of funds has not yet been approved.
SUMMARY
The Billings Parks, Recreation and Public Lands (PRPL) is partnering with the Landon's Legacy Foundation to develop a Miracle League baseball field as part of the phase 1 development of Poly Vista Park. This development is consistent with the 2017 Council adopted master plan for the park. In an effort to move the project forward, the Landon's Legacy Foundation donated $49,241.00 to fund a 30% design development for the project. This effort identified the portion of work necessary to build the Miracle League Field, a phasing plan, a cost estimate, and the funding responsibility for the City and Landon's Legacy Foundation. Generally, the City will fund infrastructural items including mass grading, utility upgrades, sidewalk and parking lot improvements, and irrigation replacement for the existing 4 baseball fields. Landon's Legacy Foundation will fund the construction of the new Miracle League Field. By Council approving the budget adjustment, for the $1 million identified in the FY 2022 CIP, staff can immediately move forward to finish the construction documents and bid this project with the goal to begin construction this summer.
