Staff recommends the City Council approve Change Order No. 4 for contract W.O. 18-22 Leavens Reservoir Waterline and Improvements with Western Municipal Construction, Inc., in the amount not to exceed $146,024.30 and increase contract time by 34 days.

W.O. 18-22: Leavens Reservoir Water Line and Improvements, is a project to add a second overflow structure, install new inlet/outlet piping, and construct a new waterline from Normal Avenue to the existing Leavens reservoir. It also includes crack repair, other surface repairs, and baffle wall repairs to the existing reservoir. The bulk of the project is mostly completed except for miscellaneous surface improvements. However, during startup and testing a water leak and pressure loss has been identified between the Leavens Pump Station and the new 30-inch yard valve installed from the W.O.18-22 project. It is the main 30-inch suction line for the pump station. Due to the risks involved with possible water contamination, possible future pipe blowout, and not knowing where the leaking water is going, this change order will remove and replace approximately 40 feet of pipe with new 30-inch welded steel pipe to address the leak and pressure loss.

City Council may:

• Approve Change Order No. 4 for contract with Western Municipal Construction, Inc., for an amount not to exceed $146,024.30 and increase contract time by 34 days for W.O. 18-22: Leavens Reservoir Waterline and Improvements; or
• Not approve Change Order No. 4. If the Change Order is not approved the leak will remain unrepaired and could pose a health and safety risk to the general public.
