Title: Purchase a Firearms/Use of Force Simulator to Include Installation, Training and On-Going Maintenance and Support

RECOMMENDATION

Staff recommends that City Council approve and award a contract to VirTra in the amount of $199,222.38 for the initial purchase of a Firearms/Use of Force Simulator, as well as an additional four years of warranty, maintenance & support. 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

On December 7, 2020, the City Council approved the Billings Police Department to pursue the purchase of a Firearms/Use of Force Simulator.   A Request for Proposals was advertised on March 5th and March 12th with proposals due back on March 19th.  Four proposals were received and reviewed. The committee met on March 29th and made the unanimous decision to recommend award to VirTra in the amount of $199,222.38. VirTra prepares law enforcement officers for real-life incidents. This is accomplished through real-world, de-escalation and judgmental use of force training simulators accompanied by nationally certified curriculum.

ALTERNATIVES

City Council may:
  • Approve the contract award to VirTra in the amount of $199,222.38; or,
  • Not Approve the contract award to VirTra in the amount of $199,222.38 and provide further direction to staff.  

FISCAL EFFECTS

The budget amendment for the Firearms/Use of Force Simulator was approved by C ity Council on January 25, 2021 .
