RECOMMENDATION
Staff recommends that the City Council approve a contract with COP Construction, LLC. for W.O. 21-15: Lead Service Replacements, in the amount of $603,519.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 21-15: Lead Service Replacements is part of the annual Lead Service Replacement program to eliminate lead services in the city. This project will replace approximately 145 lead services in the following locations:
- Lewis Avenue - between Division Street and 8th Street West
- Clark Avenue - between Division Street and 7th Street West
- Avenue B - between 1st Street West and 3rd Street West
- Yale, Princeton, and Harvard Avenue - between Wisconsin Street and 13th Street West
- North 15th and North 16th Street - between 6th Avenue North and 9th Avenue North
Prior to beginning the Lead Service Replacement program, the City of Billings had approximately 1,100 lead services. There are approximately 635 lead services currently in operation. Approximately 378 lead services will remain upon completion of this year's lead service replacement project (145 services), water line replacement project (92 services), and miscellaneous Distribution and Collection replacements (20 services). The expectation is to remove the lead services (from water main to curb valve) within the City of Billings by the fall of 2024. The lead service replacement program continues to target lead services on newer water mains in neighborhoods with high lead service densities, which allows for a higher rate of replacement. It is expected that the 2022 lead service program will begin including lead service replacements on older mains in less dense areas which may affect the replacement rate.
The project was advertised on March 26, April 2, and April 09, 2021 in the Yellowstone County News and on the City's website. Bids were opened on April 13, 2021 and 2 bids were received. COP Construction LLC submitted the lowest responsible total bid.

ALTERNATIVES
City Council may:
- Award the construction contract for W.O. 21-15: Lead Service Replacements to COP Construction LLC in the amount of $603,519.00; or,
- Not Award a contract and reject all bids. If the project is not constructed, the City's water system will not have a reduction in lead services.
