RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 21-24: Zone 3, 12-inch Waterline Replacement to Askin Construction, LLC in the amount of $256,113.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 21-24: Zone 3, 12-inch Waterline Replacement is a project to remove and replace waterline and valves in the vicinity of Rimrock Road and Normal Avenue near MSU Billings. The waterlines in the area are old cast iron pipe and have had several breaks. The valves in the area are inoperable and City personnel are unable to isolate the waterlines when necessary.  This new replacement will provide means to isolate the area and still maintain water service on different legs of the waterlines depending on location of a break or required shutdown. The project was advertised on March 26, April 2, and April 9, 2021 in the Yellowstone County News and on the City's website. Bids were opened on April 13, 2021. Three bids were received. Askin Construction, LLC submitted the lowest responsible bid.

ALTERNATIVES

City Council may:
  • Award W.O. 21-24: Zone 3, 12-inch Waterline Replacement to Askin Construction, LLC, in the amount of $256,113.00; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, there is the risk of future breaks on existing pipe and the City will be unable to isolate waterlines around MSU.
