RECOMMENDATION
Staff recommends that Council approve the Resolution of Intent to Create SID 1418 and set a public hearing date for June 14, 2021.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Holiday Avenue is a gravel street located between Weil Street and Songbird Drive, within City limits. This section of Holiday Avenue will be constructed to City standards, including asphalt, curb and gutter, and sidewalk. The street will be constructed through the SID process, with the improvements assessed to property owners. Gas Tax funds will be used to cover non-assessed improvements.
During the Engineering Division's public outreach for an adjacent project, Songbird Drive, an adjacent property owner expressed interest in the full construction of this unimproved portion of Holiday Avenue. This area is the low point of previously developed subdivisions to the north and has a propensity to flood. This flooding is a recurring maintenance issue, as well as an unwanted nuisance to the adjacent property owner. The Engineering Division had planned to address the stormwater issue within the Songbird Drive project; however, did not anticipate property owner interest in constructing Holiday Avenue.
Three lots front this section of Holiday Avenue, with two separate owners. The Engineering Division contacted both property owners. Both property owners are in favor of the SID. Both property owners are also aware of the upcoming work order constructing Songbird Drive.

ALTERNATIVES
City Council may:
- Approve the Resolution of Intent to Create SID 1418 and set a public hearing for the June 14, 2021 City Council Meeting; or,
- Not Approve the Resolution of Intent to Create SID 1418. If not approved, the improvements will not be constructed along this section of Holiday Avenue.
