RECOMMENDATION
Staff recommends City Council approve the resolution adopting application and renewal fees for the Massage and Spa Facility License.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
City Council held first reading of the Massage and Spa Facility License Ordinance on 4-12-2021. The ordinance requires fees associated with the license to be adopted by resolution. The attached resolution will set the fee for initial application at $25.00 until 6/30/2022 when the fee will be increased to $55.00. This will match the current business license fee, which has a base amount of $55.00. All annual renewals will also be $55.00.
ALTERNATIVES
City Council may:
- Approve the resolution; or,
- Amend the rate provided in the resolution; or,
- Not Approve the resolution and the rate would be $0.00
FISCAL EFFECTS
The reduced rate for the first year will offset the application costs incurred by business owners, as they are required to pay for a background check as part of their application. There are, an estimated, 70 facilities in Billings that may have to submit the application. The estimated lost revenue associated with the reduced rate is $2,100.00 in the General Fund.
