RECOMMENDATION
Staff recommends the City Council award a contract for W.O. 20-24, Phase 1A; Grand Peaks Lift Stations to Western Municipal Construction, Inc. in the amount of $160,037.07.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
W.O. 20-24, Phase 1A is a stormwater improvement project within Grand Peaks Subdivision. Currently, the subdivision has a number of stormwater ponds that were initially contemplated to naturally infiltrate to remove stormwater. Over time, the infiltration capacities of the ponds have diminished to the point where another solution is needed. This project will install stormwater pumping systems that will discharge stormwater out of the subdivision to an irrigation ditch. The project was advertised on April 30 and May 7, 2021 in the Yellowstone County News and on the City's website. Bids were opened on May 11, 2021. Three bids were received and Western Municipal Construction, Inc. submitted the lowest responsible bid.
ALTERNATIVES
City Council may:
- Award W.O. 20-24, Phase 1A Grand Peaks Lift Stations, to Western Municipal Construction, Inc. in the amount of $160,037.07; or,
- Do not award a contract and reject all bids. If the contract is not awarded, stormwater improvements within Grand Peaks Subdivision will not be completed.
FISCAL EFFECTS
Three bids were received for this project. Western Municipal Construction, Inc. ($160,037.07), Castlerock Excavating, Inc. ($183,320.00) and COP Construction, LLC ($304,203.00). The project was budgeted in FY21 using storm funds and adequate funding is available for this project.
