RECOMMENDATION

Staff recommends the City Council award a contract for WO 21-01, 2021 Water Replacement Project to Wilson Bros. Construction of Montana, Inc. in the amount of $3,191,697.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 21-01, 2021 Water Replacement Project, is intended to replace approximately 8,850 feet of water main. The City replaces and upgrades its water utility as part of an annual program.  The existing water mains are undersized, prone to water main breaks, and are approximately 100 years old.  In addition, approximately 104 lead water services will be replaced with this project.  This project will replace water mains in three distinct project areas.  Area 1 will replace approximately 5,100 feet of water main in Avenues B through E from 3rd Street West to North 32nd Street and in 1st Street West from Grand Avenue to Avenue C.  Area 2 will replace approximately 1,900 feet of water main in 2nd Street West from Grand Avenue to Burlington Avenue, and Burlington Avenue from 2nd Street West to Division Street.  Area 3 will replace approximately 1,850 feet of water main in 12th Avenue North from North 26th Street to North 22nd Street.

The project was advertised on April 23, April 30, and May 7, 2021, in the Yellowstone County News and on the City's website. Bids were opened on May 11, 2021 and 3 bids were received. Wilson Bros. Construction of Montana, Inc. submitted the lowest responsible bid.

ALTERNATIVES

City Council may:
  • Award WO 21-01 2021 Water Replacement Project to Wilson Bros. Construction of Montana, Inc. in the amount of $3,191,697.00; or,
  • Do not award a contract and reject all bids. If the contract is not awarded, the City's water distribution system in these areas will continue to experience ongoing maintenance problems and expenses.

The project was budgeted in FY21 using water funds. The water main replacement budget remaining is approximately $2.2 million.  However, staff believes that the prices bid on this project are very reasonable and recommends awarding all of this project.  The funds can be available by utilizing the FY22 water main replacement project and presenting a budget amendment to council for approval.
