RECOMMENDATION
Staff recommends the City Council award the contract to Hanna Construction Inc., in the amount of $255,840.00 for the construction of the new Optimist Park Shelter.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Optimist Park Shelter project was identified in the park master plan adopted by Council in 2017. The South Billings Urban Renewal Association (SBURA) recommended funding for the shelter in the FY 2021 CIP. Plans and specifications for this project were developed by Land Design Inc. of Billings and were advertised for bid on April 23rd. Bids were opened on May 11, 2021, there was only one bidder which was Hanna Construction of Billings, Montana with a base bid of $255,840.00. This bid came in under the consultants estimate which was $257,968.00. If this contract is awarded, construction will begin immediately with an anticipated fall completion, but completion will depend on availability of materials and be weather dependent.

ALTERNATIVES
City Council may:
- Approve the bid and award the contract to Hanna Construction Inc., of Billings to construct the shelter at Optimist Park; or,
- Not Approve the bid and provide staff with additional direction.
FISCAL EFFECTS
Funding for this project will come from the South Billings Urban Renewal Association (SBURA) tax increment funds as approved in the FY 2021 CIP.
