RECOMMENDATION
Staff recommends that Council conduct a public hearing and approve the Resolution creating SID 1411 Park Lane Paving.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
Park Lane is an existing gravel street located west of Highwood Drive, between Rimrock Road and Poly Drive. A formal interest survey for the creation of a special improvement district (SID) to construct Park Lane, dated October 9, 2019, was delivered to the two properties addressed on Park Lane. Both property owners returned the survey, electing the City to move forward with the creation of a special improvement district. The City met with the two property owners on May 11, 2021. Both property owners confirmed interest in moving forward with creation of a special improvement district. The City is proposing to construct Park Lane utilizing the gravel streets paving program, including asphalt pavement to be bound by curb and gutter. As part of the budgeted gravel street paving program, the City will contribute to the cost of the paving, curb and gutter, and minor drainage improvements.
Six (6) total parcels are adjacent to Park Lane within the construction limits. Of those six (6) parcels, only two (2) are physically addressed to Park Lane. These two parcels will comprise the special improvement district, are equally benefited by the special improvement district, and will therefore be assessed with the equal amount option. The remaining four (4) parcels will not be assessed for any of the improvements based on them being addressed on other streets per the City's SID policy.
A Resolution of Intent to Create the district was approved by City Council on May 24, 2021. Protests will be announced at the Council Meeting.

ALTERNATIVES
City Council may:
- Conduct a public hearing and approve the Resolution creating SID 1411, Park Lane; or,
- After holding a public hearing, not approve the resolution creating SID 1411, Park Lane. If not approved, Park Lane will not be constructed and will remain a gravel street.
