RECOMMENDATION
Staff recommends the City Council approve Amendment 27 with Morrison-Maierle, Inc. for the Engineering services associated with the design, survey and construction administration of the Airports West Hangar Development in the amount of $121,144.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On April 10, 2017, the City Council approved a five-year contract with Morrison-Maierle to provide the project design, construction administration, survey work, construction inspection and oversight, and project closeout for the Aviation and Transit Department for all civil engineering work required during the five-year term. This base contract with Morrison-Maierle is amended each time a new project is undertaken, and Amendment 27, for $122,144, includes the services listed above.
This project will continue the development of a new area for the construction of larger aircraft hangars on the west end of the Airport. Land at the Airport for future growth and expansion is limited due to the existing buildings and infrastructure, the large airfield consisting of many runways and taxiways, cargo ramps, safety clearances for commercial aircraft required by the Federal Aviation Administration, and many geographical issues such as elevation changes, the Rimrocks to the south and the ravines to the north, etc. The few locations remaining that have room for development must be maximized and utilized to their full potential. The Airport regularly receives inquiries asking whether there are hangars for rent or land available to build on. Although the Airport does not currently own any hangars that are available for rent, a section of land on the west end is available for large commercial aircraft hangars. In 2016, the Airport constructed a taxilane and ramp area for this future development. The original work established hangar sites that could handle a 100-foot depth on the west side of the taxilane and 80-foot depth on the east. During that project, utilities were installed to accommodate the west side hangars, but the east side is still in need of this infrastructure. Recently, there has been a lot of interest from companies/individuals wanting to build larger 80' x 80' hangars on the east side of this newer taxilane and Morrison-Maierle would assist the Airport with completing the development of this area. Design work would include: survey work in order to calculate finish floor elevation for taxilane grades; utility improvements to include water, sewer and storm; construction of an access road; installation of a new chain link security fence and gate, and other miscellaneous work as needed. This construction project is anticipated to take place in the Spring of 2022 and estimated to cost approximately $500,000. The scope of work and associated engineering fees have been negotiated by staff and are acceptable for this engineering work.

ALTERNATIVES
City Council may:
- Approve Amendment 27 for the engineering services with Morrison-Maierle; or
- Decline to approve Amendment 27 with Morrison-Maierle and advise staff on how to proceed.
FISCAL EFFECTS
Staff recommends the City Council approve Amendment 27 with Morrison-Maierle for the amount of $121,144, to include the engineering services required for the Airport's West Hangar Development. The funding to pay for these fees is available in the Airport's Capital Account.
