RECOMMENDATION
Staff recommends that the City Council approve the 2021 JAG application submission in the amount of $105,725; accept the grant award; approve the MOU with Yellowstone County and authorize the Mayor to sign the award documents when they are received.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The City has been notified that funding is available for the 2021 Justice Assistance (JAG) Grant. This $105,725 is a joint application between the Billings Police Department (BPD) and the Yellowstone County Sheriff's Office (YCSO), with the BPD acting as the grant administrator. The YCSO will use its $17,331 allocation of grant funds to purchase equipment and supplies for their helicopter, and rescue equipment for patrol division deputies. The YCSO plans to purchase helicopter search lights, 4 helicopter headsets, life vests, rescue sticks, night vision battery pack, fire extinguisher, water rescue throw bags, aviation uniform supplies and modifications to the helicopter transport car. The BPD plans to use its $88,394 to purchase interior patrol SUV equipment, patrol rifle ammunition, Point Blank Vests, TASER training cartridges, uniforms, and promotional items.

ALTERNATIVES
City Council may:
- Approve the 2021 JAG application submission in the amount of $105,725; accept the grant award; approve the MOU with Yellowstone County and authorize the Mayor to sign the award documents when they are received; or,
- Not Approve the 2021 JAG application submission in the amount of $105,725; accept the grant award; approve the MOU with Yellowstone County and authorize the Mayor to sign the award documents when they are received and provide further direction to staff.
FISCAL EFFECTS
There will be no cost to the City as no match is required.
