RECOMMENDATION

Staff recommends the City Council award a contract for W.O. 21-42: SBURA Gravel Streets Improvements, to Sanderson Stewart in the amount of $637,100.00.

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

W.O. 21-42: SBURA Gravel Streets Improvements, Phase I is a project that will improve various existing gravel and non-maintainable streets within the SBURA TIF District.  The streets to be improved are Vaughn Lane, Mitchell Avenue, Morgan Avenue, Ryan Avenue and Hillview Lane which are all generally bound between Hallowell Lane and Jackson Street.  A portion of Stephens Lane on the west side of Optimist Park is also contemplated within this project.  Improvements will consist of replacement of the existing water main and installation of a new paved road with curb/gutter, sidewalks, drive approaches, and appurtenant drainage improvements.  Existing water mains in this project are aged and have a significant and frequent break history.     

Sanderson Stewart was selected for this project using the proposal process.  Two other proposals were received from DOWL and KLJ Engineering.  The selection was based on project team and availability; project approach; and firm qualifications and experience as related to project needs.

ALTERNATIVES

City Council may:
  • Award W.O. 21-42: SBURA Gravel Streets Improvements, Phase I to Sanderson Stewart in the amount of $637,100.00; or;
  • Do not award a contract. If the contract is not awarded, construction of the improvements will be delayed.

FISCAL EFFECTS

A contract for design and construction administration of this project was budgeted in FY22 using South Tax Increment Financing District (TIFD) funds.  Construction of the improvements will occur in FY22 also with South TIFD funds.  There are sufficient funds to award this contract.
