RECOMMENDATION

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
A representative for AT&T approached city staff about installing a 150 foot tall monopole cell tower on the south side of the Shiloh Conservation Area (approximate location shown on attachment). Staff has asked several questions and looked into options but before AT&T and city staff spend a considerable amount of time on negotiation of an agreement, AT&T wanted to ensure the City Council was generally amenable to the plan. The lease agreement would come to City Council for approval.
The three different options for types of poles are a standard monopole, a replica of an elevated tank, and a monopine. The amount of land needed will vary from 50'x50' to 75'x75' depending on the type of facility. The lease amount being proposed is $1,000 per month with a clause for escalation over the term of the lease. The term of the lease can be no less than 30 years for it to be considered by AT&T.
City staff will present this information on Monday and would like to get general direction from City Council as well as any questions that Council may have so all the questions can be addressed before the final agreement is presented for approval.
