RECOMMENDATION
Staff recommends the City Council approve the Resolution establishing a Citizen Police Advisory Board.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The Resolution is a result of an initiative Council passed May 24, 2021, to re-establish a Citizen Police Advisory Board. The resolution has been reviewed by Chief St John, ACA Kevin Iffland, Council Women Ronning, Kari Boiter and Tom Rupsis. Kari Boiter and Tom Rupsis were heavily involved in Council Women Ronning's initiative.
Per the initiative, the Citizen Police Advisory Board will focus on four key areas:
1. Recruitment, retention, and workplace diversity;
2. Crime prevention and diversion;
3. Community support and engagement; and
4. Data collection and analysis.

ALTERNATIVES
City Council may:
- Approve Resolution Establishing A Citizen Police Advisory Board; or,
- Not Approve the Resolution Establishing A Citizen Police Advisory Board and provide staff with further direction if needed.
FISCAL EFFECTS
Staff will provide support to the new board, managing meetings, agenda's and minutes. If successful, this work will be more than offset, as the police department excels in the areas the board is responsible for assisting in.

The Resolution is consistent with the Council's approved initiative from May 2021. See the attached draft resolution and Council initiative.
