Title: 95-Gallon Residential Refuse Carts for Solid Waste; Bid Award

RECOMMENDATION

Staff recommends the City Council award a contract for Schedule I and Schedule II: 95-gallon black trash carts and 95-gallon green yard waste carts for the Public Works Solid Waste Division to Toter, LLC, in the amount of $1,210,680.64. 


 

BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)

The Public Works Solid Waste Division delivers and maintains carts used for residential trash and yard waste programs within Billings' city limits. Carts are needed for new services and to replace carts that are unable to be repaired.  Additionally, carts are needed to continue to implement the conversion of the alley 300-gallon bins to 95-gallon carts.  It is estimated that 16,000 carts are needed to finish the 300-gallon bin transition.  This is a one time cost and these carts will be managed under the annual cart maintenance contract once implemented.  Schedule I includes the cost of the carts only and Schedule II includes the cost of the carts and delivery to residents.

The bid for Residential Refuse Carts was advertised September 3 and September 10, in the Yellowstone County News and on the City's website. Bids were opened on September 21, and seven bids were received.  Toter, LLC submitted the lowest, responsible bid.   

 

ALTERNATIVES

City Council may:
  • Approve the award for the purchase of 95-gallon trash and 95-gallon yard waste residential refuse carts to Toter, LLC in the amount of $1,210,680.64; or,
  • Not approve the award and reject all bids. If not approved, new customers cannot be served and the conversion of alley 300-gallon bins to 95-gallon carts will not continue.

The purchase of 95-gallon trash and yard waste residential refuse carts is budgeted in the FY22 solid waste operating budget. There is adequate budget to award the contract.
