RECOMMENDATION
Staff recommends that City Council reject all bids.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
The purchase of a tracked excavator is an addition to the fleet that is in the approved FY22 Equipment Replacement Plan (ERP) and FY22 Street/Traffic budget. The tracked excavator was advertised on October 8th and October 15th, 2021, in the Yellowstone County News and on the City's website. Bids were opened on October 19th and four bids were received. Three of the bids did not meet minimum requirements and the bid that did meet minimum requirements was higher than the amount budgeted. Staff is recommending that the bids be rejected. Staff will re-evaluate the operational needs of the division and determine the best way to proceed with an equipment purchase to most effectively meet those needs.
ALTERNATIVES
City Council may:
- Reject all bids; or
- Approve the purchase of the tracked excavator. If the bid that met requirements is accepted, the budget will be exceeded.

The City received four bids for the 2021 tracked excavator as shown below:

The 2021 tracked excavator was budgeted in FY22 using Street Maintenance funds. The Tractor & Equipment bid is the lowest, responsible bid but is greater than the amount budgeted for this equipment.
