RECOMMENDATION
Staff recommends the City Council approve a professional services contract amendment for W.O. 20-24, West End Storm System Improvements, to DOWL in the amount of $297,861.00.
BACKGROUND (Consistency with Adopted Plans and Policies, if applicable)
On March 23, 2020, Council awarded a professional services contract with DOWL in the amount of $136,526.75 to proceed with Phase I of W.O. 20-24, West End Storm System Improvements. The intent of this project is to identify, design, and ultimately construct dedicated City of Billings storm drain pipe and/or open drain facilities on the West End to facilitate and manage storm drain runoff. Currently, the West End is served by trunk water and sewer mains, but no trunk storm drain mains. As development occurs and roads are improved, management of stormwater runoff has been difficult. This project will start the process of constructing storm drain trunk mains and drainage corridors in West Billings.
Phase I of this project provided an alignment and route evaluation of a defined City managed storm drainage corridor from the intersection of Rimrock and 54th to the Shiloh Drain along 48th Street West. In addition, Phase I included design and construction of miscellaneous minor drainage improvements at existing City maintained detention ponds on the West End. Phase II (this contract) will complete survey and capacity analysis of Phase I selected ditch and drain channel corridors, provide an evaluation of Rimrock Road drainage adjacent to 54th Street West, and provide a detailed design of pipe improvements in Grand Avenue from 54th Street West to 48th Street West. It is anticipated that a Phase III contract will be implemented in the future to provide construction administration services and additional West Billings stormwater evaluations. The contract amount for Phase II is $297,861.00.

ALTERNATIVES
The Council may:
- Approve a contract amendment for W.O. 20-24: West End Storm System Improvements, to DOWL in the amount of $297,861.00 ; or,
- Not approve a contract amendment. If not approved, the City will be unable to proceed with continued west Billings stormwater planning efforts at this time.
FISCAL EFFECTS
Work for W.O. 20-24: West End Storm System Improvements, Contract Amendment No. 1 was budgeted in FY22 using stormwater funds. There are sufficient funds to award this contract.
